NEW ORLEANS - For years prisoners in Orleans Parish Prison have complained of abuse by other prisoners and, in some cases, by prison guards.
There have been investigations by local authorities and the Department of Justice.
Then, in 2012, a lawsuit was filed in federal court by the Southern Poverty Law Center.
In September, the Justice Department stepped in with an agreement set down in a consent decree that was signed Tuesday by Orleans Parish Sheriff Marlin Gusman.
The decree has yet to be approved by court and additional funding must obtained to correct the situation in the prison.
