Landrieu votes to move ahead on health care bill; Dems get 60 votes needed

WASHINGTON  -- In a show of unity, Senate Democrats sealed a 60-vote majority needed to advance health care legislation Saturday ahead of an evening showdown with Republicans eager to doom the bill and inflict a punishing defeat on President Barack Obama.

Two final holdouts, Sens. Mary Landrieu of Louisiana and Blanche Lincoln of Arkansas, announced in speeches a few hours apart on the Senate floor they would vote to clear the way for what is expected to be a bruising, full-scale health care debate after  Thanksgiving.

At a 10-year cost approaching $1 trillion, the measure is designed to extend coverage to roughly 31 million who lack it, crack down on insurance company practices that deny benefits, and curtail the growth of spending on medical care nationally.

"It is clear to me that doing nothing is not an option," said Landrieu, who noted the legislation includes $100 million to help her state pay the costs of health care for the poor.

Lincoln, who faces a tough re-election next year, said the evening vote will "mark the beginning of consideration of this bill by the U.S. Senate, not the end."

Both stressed they were not committing in advance to vote for the bill that ultimately emerges from next month's debate. Even so, their announcements marked a major victory for Senate Majority Leader Harry Reid, D-Nev., and the White House in a year-end drive to enact the most sweeping changes to the nation's health care system in a half-century or more.

The legislation would require most Americans to carry insurance, and large firms would incur large costs if they did not provide it to their workforce.

Congressional budget analysts put the legislation's cost at $979 billion over a decade and said it would reduce deficits over the same period while extending coverage to 94 percent of the eligible population.

The House approved its version of the bill earlier this month on a near party line vote of 220-215.

In hours of debate before the Saturday evening vote, Republicans attacked the legislation as a government takeover of health care and worse.

"Move over, Bernie Madoff. Tip your hat to a trillion-dollar scam," said Sen. Kit Bond, R-Mo., likening the bill's supporters to the imprisoned investor who fleeced millions.

Sen. Judd Gregg, R-N.H., said Reid had delayed implementation of many of the bill's key provisions and made it look less costly as a result. He put the true price tag at $2.5 trillion over a decade once implemented.

"Senators who support this bill have a lot of explaining to do," said the Republican leader, Sen. Mitch McConnell of Kentucky.

"Americans know that a vote to proceed on this bill is a vote for higher premiums, higher taxes and massive cuts to Medicare. That's a pretty hard thing to justify supporting."

That was a rebuttal to Landrieu and other Democrats who described the evening vote as one of procedure instead of substance.

In her remarks, Landrieu said, "I've decided that there are enough significant reforms and safeguards in this bill to move forward, but  much more work needs to be done." She also touted the $100 million included in the legislation to help her state cover its costs  under Medicaid, the state-federal health care program for the poor.

"I'm proud to have fought for it. And I will continue to," she said.

Reid worked for weeks drafting the legislation, a blend of bills approved earlier by two committees with new provisions designed to straddle the ideological divide among Senate Democrats.

Among the most controversial is a requirement for the government to sell insurance in competition with private industry, unless individual states opt out.

Landrieu, Lincoln and other Democrats have expressed unease about it, and attempts to modify the so-called public option are certain once debate begins in earnest. One possibility would require the federal government stay out of the insurance business unless there was a shortage of competition or affordable coverage offered by private companies.

At its core, the legislation would create insurance exchanges beginning in 2014 where individuals, most of them lower income and uninsured, would shop for coverage. The bill sets aside hundreds of billions of dollars in tax credits to help those earning up to 400 percent of poverty, $88,200 for a family of four.

Additional funds would be available to help small businesses defray the cost of providing coverage to their employees.

The insurance industry would come under significant new regulation under the bill, which would first ease and then ban the practice of denying coverage on the basis of pre-existing medical conditions. Beginning in 2014, there would be no limits on lifetime coverage. Effective immediately, children could remain on their parents' insurance policies until age 26, three years longer than under current law, another attempt to cut into the ranks of the uninsured.

Individuals would be required to purchase coverage or pay a fine, unless affordable coverage was not available. Larger employers would not be required to provide coverage, but would face penalties if they did not and any of their workers received federal
subsidies to buy individual coverage.

To finance the expanded coverage, Reid proposed higher taxes as well as cuts totaling hundreds of billions of dollars in projected Medicare payments. Hardest hit would be the private insurance Medicare plans, although providers such as home health agencies
would also receive significantly less in future years than now estimated.

The bill raises payroll taxes on incomes over $200,000 for individuals and $250,000 for couples. Reid eased the impact of an
earlier proposal to tax high-value insurance plans, which has emerged as one of the principal methods for restraining the growth in health costs.

The bill includes tax increases on insurance companies, medical device makers, patients electing to undergo cosmetic surgery and drugmakers.

She aught to be so proud for selling out her own people. She obviously didn't listen to her voters. She still doesn't get it that she works for us and we can fire her. If this had been done in the private sector, Harry Reid could be looking at jail time for bribing the Senator. And she would be looking at jail time for accepting the bribe. Wonder if we could impeach her?

Wonder how hard it would be to get several thousand people out to protest the funraiser? Guess the first thing that needs to be done is expose the funraiser in the newspaper. Have a feeling several thousand will appear on their own to protest. We need to clean house next year and rid this country of these socialist. Really a sad situation. What is really stupid is these people truly believe they are smarter than us. They are going to ram this down our throat no matter what we want. We can prove them wrong next year and vote every last one of them out.

People, this healthcare prgram is a joke. The government can't run a healthcare program. The military is a great example. Years of promises that they will never have to pay. Civil service got a 5% pay raise, military got 2% or 3% raise because of their free medical. Miitary is now paying for their own medical care even if they go to a military base. Please note that a military person cannot tell the government controlled military they will not go into harms way. Most are not getting the medical treatment they deserved after being crippled in war. Here is what will happen if this healthcare is passed; wealthy taxed hard, wealthy cannot afford so they lay people off. More people draw unemployment, taxes have to go up again, crime goes up, etc. If this thing passes obama, congress, senators and all other elected officials should have to use it. This is socialized medicine and it will help destroy our country. Ask the people in Canada!

Even though a number of her constituents have bought into the propoganda about health care reform that's been spread by the insurance industry and their Republican partners, Sen. Landrieu had the courage to cast a vote that will help move the United States a tiny bit closer to providing the kind of access to health care that is available in every other developed country on Earth. Most people who say that universal health care is a bad idea haven't lived in one of the many countries where it works. I wonder how many of the critics will have the courage of their convictions and refuse to sign up for the "socialist" Medicare system when they turn sixty-five?

Mary, Remember, if the public option in any form passes, you will have a large, very determined group of voters campainging agressively against you. If you believe the medicare and the post office is run well, you'll LOVE a public option. Why not tort reform and see what that saves? Or, do you have to protect your friends, the trial lawyers?

If you actually paid attention to the news, and honestly tried to inform yourselves, then you would discover that the "public option" is only one, relatively small part of a greater overhaul of our healthcare system. Not everyone would even have access to the public option, and certainly not everyone who does would choose it anyway. If the bill passes, the insurance company profits will actually increase, because of the individual and employer mandates that will add healthy people to their rolls. If you want to take fault with the bill because of its cost, then that is legitimate, but all this talk of a "government takeover" is utter nonsense. Unfortunately, I think that a lot of people simply cannot reason properly, and must resort to slogans and symbolism to express themselves.

Instead of getting angry at Landrieu's sellout, turn that anger into action at the polls. Landrieu would not be elected if only those extreme liberals and entitlement-minded parasites were the ones voting for her; she was elected because people either stayed home and that skewed the results, or people voted for her because she was a "Democrat". It's time to replace these demagogues who are more concerned with power than they are with the will of their constituents. It's time to hold these condescending, arrogant politicians accountable for participating in a political system that permits payoffs for their votes. Landrieu is a coward, not a statesman; she played "kiss and tell" until the last moment. It is clear that she is far more concerned about being seen as a "player" than a leader. She is out of touch and needs to be reprimanded with an overwhelming chorus calling for her to resign; she is not fit to represent us in Washington.

islandcarib - I am over 65 and I will not join it. I have talked to people in Canada and they flock to the US for medical treatment. The politicians there are taken care of when they get sick. Otherwise, you stand in line for operations no matter what kind it is. The elderly are dieing at an alarming rate and nothing is done about it. If this healthcare is passed, you will find yourself in dire need of help if you are over 65. I am reitred military and had to threaten to take the government run doctors reveiwing my doctors reports to court. They had not laid eyes on me or examined me physically but refused to approve an operation to remove my gallbladder. Two doctors had reported it needed to be removed and they refused to approve it. When I threatened to get a lawyer and sue the govenment runned medical administrationand notify all the local newspapers concerning the matter they approved it. My gallbladder was removed and my health returned. This is what you are looking at

One of the biggest questions is how will this health care bill be funded? Raising taxes and cutting hundreds of billions in Medicare payments? Folks in Medicare don't want government interference when it comes to their health. Most have worked hard all their lives and when they reach an age where they need medical help the most it should be available to them. The Medicare supplement plan costs will skyrocket, and many won't be able to afford the premiums. I don't think the general population will fare well. We may soon be waiting in line for treatment and dropping off like flies, because there is a sinister socialist thread running through this health care "change". Landrieu may be right about doing nothing not being an option, but this radical option is certainly not the right thing to do. I predict she will lose her next election by a large margin. Her decision to go against the will of the people will backfire on her.

metairieman, although i disagree with you, i compliment you for acting in a way that's consistent with your convictions. i also have friends in Canada (and Britain and France) and they don't have the same complaints as your Canadian friends. I and my wife and child also lived in Britain for a year and were treated under their health care system, and it was great. I'd have to say that if everyone who shares your views would refuse to sign up for Medicare, there might be enough money around to help the rest of those who can't afford commercial health insurance. In any case, your response was civil and your conviction is genuine and thoughtful, and I thank you for that.

I am more than disappointed. This legislation should not be passed. I know there is no final bill yet, but we can all see where this is leading: government run health care paid for by those who work for a living. I will express my opinion at the voting booth as often as I can. This is not the correct way to reform the cost of health care.
