NEW ORLEANS -- FBI agents arrested a man in Mobile, Alabama who has been a fugitive since escaping from a work training facility in New Orleans in 1989.

According to FBI spokeswoman Mary Beth Romig, Andy Fowler, 59, who had been on the run for more than 24 years, caught during a traffic stop in Alabama. The arrest resulted from a tip to the Mobile office of the FBI earlier this week.

In 1984, Fowler was found guilty of manslaughter in  St. Tammany Parish and sentenced to 16 years, but in 1989 he escaped from the custody of the Work Training Facility South in New Orleans.
