JEFFERSON PARISH, La. – The parish’s former head of emergency preparedness who claims that she was fired after making a series of sexual harassment complaints made her case before the Jefferson Parish Council.

Heather Hilliard, who has filed an $800,000 federal lawsuit against the parish, addressed the JP Council Wednesday morning.

Hilliard said she was fired after complaining about a pattern of sexually harassing comments from her supervisor Richard Hart. Hart, the former Deputy Chief Operating Officer,  has since resigned his job as the JP's third highest ranking officer.

Hilliard said Hart repeatedly made crude and sexist remarks in executive meetings.

Hilliard complained to the JP Council that Parish President John Young and others are withholding public documents. Hilliard claims Young and others used their private email accounts to discuss her case to skirt public records laws.

Hilliard accused Young of hiding hundreds of emails and encouraging others to use private emails to discuss sensitive matters. Hilliard's lawsuit names Young and Hart as defendants.
