NEW ORLEANS - People arrested on charges that include illegal possession of a weapon should be given a minimum bond of $30,000 and required to wear electronic monitoring devices, Mayor Mitch Landrieu announced Wednesday.

Landrieu made the announcement hours after a Good Samaritan was gunned down in front of his young children in Algiers.

"We had another tragic and gruesome death on the streets of our city today," said Landrieu.

The announcement was not related to the latest killing.

Landrieu and Police Chief Ronal Serpas said that nearly 50 percent of those arrested for murder and 50 percent of the victims have illegal weapons possession charges in their past.

"No matter how much we may try to look away from this, we have a culture of violence in New Orleans," said Landrieu.
