Kenneth Bowen

Charges: 1. deprivation of civil rights (aiding and abetting), 2. use of a weapon in a crime of violence, 3. deprivation of rights (bodily injury), 4. conspiracy to obstruct justice, 5.conspiracy to violate civil rights through false prosecution, 6. hindering communication to federal law enforcement.

What he allegedly did:  Bowen was the front-seat passenger in the Budget Rental truck, next to the driver, Michael Hunter.  Bowen shot at James Brissette and others with an assault rifle, and leaned over the concrete barricade and repeatedly fired at wounded, unarmed civilians.  He ran to the eastern side of the bridge and stomped on Ronald Madison as he was dying.  Also accused of aiding in cover-up.

Robert Gisevius

Charges: 1. deprivation of civil rights (aiding and abetting), 2. use of a weapon in a crime of violence, 3. conspiracy to obstruct justice, 4.conspiracy to violate civil rights through false prosecution, 5. hindering communication to federal law enforcement.

What he allegedly did:  Jumped from the back of the rental truck and shot at Brissette and others.  Also accused of aiding in cover-up.

Robert Faulcon

Charges: 1. deprivation of civil rights (aiding and abetting), 2. use of a weapon in a crime of violence, 3. deprivation of civil rights (bodily injury and death), 4. use of a weapon during a crime of violence causing death, 5. conspiracy to obstruct justice, 6.conspiracy to violate civil rights through false prosecution, 6. hindering communication to federal law enforcement.

What he allegedly did:  Also jumped from the back of the rental truck and shot at James Brissette and others, rode to the eastern side of the bridge with a State Police trooper and shot a fleeing Ronald Madison in the back multiple times with a shotgun.  Also accused of aiding in cover-up.

Anthony Villavaso

Charges: 1. deprivation of civil rights (aiding and abetting), 2. use of a weapon in a crime of violence, 3. conspiracy to obstruct justice, 4.conspiracy to violate civil rights through false prosecution, 5. hindering communication to federal law enforcement.

What he allegedly did:  Also jumped from the back of the rental truck and shot at James Brissette and others, and accused of aiding in cover-up.

Arthur "Archie" Kaufman

Charges: 1. conspiracy to obstruct justice, 2. conspiracy to violate civil rights through false prosecution, 3. falsification of evidence to obstruct justice, 4. obstruction of justice (concerning a firearm), 5. false statement (concerning a firearm), 6. falsification of victim statements, 7. false statements regarding victims, 8. fabrication of witnesses, 9. false statements regarding fabricated witnesses. 

What he allegedly did:  Lead investigator, encouraged other officers to concoct justifiable story, planted a gun at the scene (referring to it as a “ham sandwich”), wrote false report that included fictional witnesses.
