Lines form early at polling places across the city

Bill Capo said, "Lines reported at precincts as voting begins in Orleans and Jefferson Parishes. But officials report they are moving fast, and there have been few difficulties. They say voters seem to have heeded pleas to be prepared for the complicated ballot."
