NEW ORLEANS -- A mentally ill inmate found dead in his cell had asked for medical help, but did not receive it, according to a new filing in federal court.
Another inmate housed in the same tier, says 26-year-old Ricky Russell, had a skin infection and also wanted to see a psychiatrist.
The fellow inmate, Jamie Hernandez, says Russell asked for medical help, but two nurses told him to file a sick call. The next day he was found dead in his cell.
In a statement the Orleans Parish Sheriff's Office says Russell was not on suicide watch because he said he was not suicidal.
