Greg Meffert: Nagin’s former neighbor and chief technology officer from May 2002 to July 2006. 
Self-proclaimed “deputy mayor” and crime-fighter presented himself as a “rich guy” with yacht, vacations for Nagin, but was actually in dire financial straits and got gifts financed by technology office vendor Mark St. Pierre. Used St. Pierre credit card to pay for Nagin’s Hawaii and Jamaica vacations. Pleaded guilty in 2010 to taking $860,000 in kickbacks from St. Pierre in exchange for getting St. Pierre millions in no-bid City Hall work. Sentencing delayed.
Mark St. Pierre: Old friend of Meffert’s who worked for Meffert’s private tech firm. Owned Imagine Software and Veracent, companies with subcontracts to run Nagin’s tech office for Meffert and Anthony Jones. Also got deal to provide city crime cameras.
Formed NetMethods in 2004, used it to pay off Meffert. Provided credit card to Meffert that he used to give gifts to Nagin. Convicted in 2011 on 53 felony counts. Sentenced to 17 years in prison.
Anthony Jones: Hired by Meffert to run Management Information Systems in city tech office. Suspended in 2009 for lying about his college degree. Pleaded guilty in 2010 to taking $20,000 in bribes from St. Pierre in 2006 and 2007 to speed up payments for St. Pierre’s firms. Testified against St. Pierre. Sentencing delayed.
Frank Fradella: Owner of now-defunct Home Solutions of America met Nagin in Las Vegas after his subsidiary provided private jet for mayor’s trip. Quickly reeled in city work at airport, French Market, French Quarter.
Held several secret meetings with Nagin on Market Street power plant and Nagin’s countertop company. Pleaded guilty in 2012 to sending free truckloads of granite to an official known to be Nagin, funneling him $50,000 in June 2008 and paying him $10,000 a month for consulting fees in 2010-11. Awaits sentencing.
Rodney Williams: Former president of Three Fold Consultants, which got several post-Katrina reconstruction subcontracts. Allegedly paid Nagin $50,000 in late 2007 or early 2008 to get contract Three Fold was not qualified for and documents purporting ownership in Nagin’s countertop business. Nagin used closed-door process to award more than $3 million in construction management work to Three Fold.
Aaron Bennett: Founder of Benetech, which got post-Katrina contracts making emergency placards, clearing flooded cars; then got bigger deals in St. Bernard, Plaquemines. Sold business to Frank Fradella, then arranged for Nagin’s trip to Chicago, Vegas so mayor could meet Fradella. Claims he proposed getting Nagin’s countertop business deal with Home Depot. Pleaded guilty in 2011 to bribing Plaquemines sheriff for other big contract. Sentencing delayed.
