SLIDELL, La. -- Police arrested a Biloxi man with a long history of sexual related charges after he was allegedly seen masturbating twice at the Northshore Mall in Slidell, according to Det. Daniel Seuzeneau, a spokesman for Slidell Police.

Jack Mozer, 79, who has been arrested 27 times in seven states for sexual related charges, is now facing two counts of obscenity in St. Tammany Parish, Seuzeneau said.

On March 16, police were called to Northshore Mall to investigate a complaint that a man was masturbating inside a women's clothing store, according to police.

Two women said Mozer bumped into them. 'While smiling at the girls, Mr. Mozer then began to fondle himself through his pants. The girls, who worked at the store, told their manager about the incident. By the time police arrived, Mr. Mozer had fled,' Seuzeneau said.

On May 15, police responded to a similar call as the first incident at Northshore Mall but at a different clothing store, according to police. Two teen-aged girls said Mozer 'brushed up against them,' unzipped his pants and began to masturbate in front of the two girls, Seuzeneau said.

The girls chased Mozer out of the mall, where he fled in his vehicle, though the girls were able to get his license plate, according to police. Looking a store surveillance video, police believe Mozer was the person responsible for both incidents.

Last week, U.S. Marshal Fugitive Task Force arrested Mr. Mozer at his home in Biloxi, and Tuesday, he was extradicted to Louisiana.

While the incidents are the first criminal charges in the state of Louisiana, according to police, Mozer has been arrested on charges such as sexual indecent exposure, public sex indecently involving a minor, attempted child molestation, communicating with a minor for immoral purposes and failure to register as a sex offender. Police are trying determine if Mozer was registered as a sex offender in another state.
