NEW ORLEANS One of the changes to possibly come from the power outages after Hurricane Isaac would require nursing homes and senior residential facilities to have on-site back-up generators.

The City Council passed a resolution Thursday. Councilperson Cynthia Hedge-Morrell pushed the measure. The measure is meant to help and protect the elderly and others who live at assisted living facilities.

'Elderly are the most susceptible to heat,' said Hedge-Morrell. 'I think it is a simple thing, but it is something we should put in regulation and not leave for interpretation.'

Several assisted living facilities in New Orleans were without power and air conditioning for days after Isaac as the temperatures climbed into 90s.

Hedge-Morrell said the resolution is only the first step, and she has plans to make the measure an ordinance and have the force of law.
