NEW ORLEANS -- A 9th Ward pastor who once served in the state legislature may have to return more than $300,000 in federal aid.

According to a legislative audit, Rev. Leonard Lucas, who runs Light City Church and Light City Christian Academy, accepted more than $850,000 from FEMA to rebuild after Hurricane Katrina.

Lucas hasn't been able to provide adequate documentation for how a third of the money was spent.

Lucas responded to the audit in a letter, complaining that the state agency charged with doling out recovery dollars was unclear about its rules when it turned over the money.
