When any legislative session ends, as this year's did last night, there are winners and there are losers. And that's the topic of this week's Commentary by Eyewitness News Political Analyst and Gambit columnist Clancy DuBos.

I like to look at legislative sessions in terms of winners and losers. Let's start with this year's winners:

Governor Bobby Jindal is a big winner this year. He got the budget he wanted, and he got his education reform package. The governor did not get all retirement bills passed, but there's always next year.

Major oil companies were looking for and got legal cover in lawsuits involving lands that were polluted long ago. This is the so-called 'legacy lawsuit' issue.

Charter Schools and education reformers got a big boost from the governor's education reforms.

Now for the losers:

Public school teacher unions took it on the chin this year. Teachers will now find it harder to get and keep tenure. That will seriously weaken the union.

Trial Lawyers lost big in the legacy lawsuit fight. The new law makes it harder for plaintiff lawyers to successfully sue major oil companies.

The local hospitality industry lost its bid to impose a local hotel tax. The tax was supposed to help spruce up downtown before next year's Super Bowl.

Now we'll just have to make do with what we've got and hope the Saints make it to the Big Game.
