NEW ORLEANS A woman was arrested and charged with aggravated cruelty to animals after an investigation found that she tossed puppies from the balcony of a Tulane Avenue motel, the SPCA said Tuesday.

Kisha Carter will be charged in the deaths of two puppies she allegedly threw from the third floor of the Crystal Inn, the SPCA said.

According to the prevention of animal cruelty group, they received a report that two puppies had been heaved from the third floor by guest. The puppies were found by another guest and rushed to an emergency animal clinic, the SPCA said.

One puppy died on the way, however, and the other died at the animal clinic.

The SPCA spoke with the guest who rescued the puppies and used surveillance video to identify Carter, the group said, who was then arrested by the New Orleans Police Department.
