NEWORLEANS - Keira Holmes Gordon would've turned two years old Thursday.

But Sunday afternoon, the toddler lost her life in a hail of bullets at the BW Cooper housing development.

'The fact that she was out here as a innocent bystander, she's dead now. It's hard,' said Rufus Rusk, the child's cousin.

Rusk was inside an apartment at the time, but heard the gunfire.

'It was like one big gunshot and then you heard multiple little rounds,' he said. 'I see the baby, I say, 'That's my little cousin.' I got on the phone and I dialed 911 myself and I said, 'Get EMS here.''

Police said the gunmen drove into the complex in two separate vehicles and then opened fire into a courtyard area where many children were playing.

'This happened in the street. This happened where people saw it. This happened where people in this community can, once again, stand up and say we're not gonna stand for this. Call Crimestoppers,' said NOPD Supt. Ronal Serpas.

Serpas believes the gunmen were targeting a 20 year old man, who was hit with several bullets and underwent surgery for his injuries.

Serpas says the target has a criminal history of his own and has been arrested twice in the last two years on gun charges.

'It is reprehensible that the courts continue to send these men to the streets of New Orleans to be murderers or be murdered, and at the same time, innocent young children are lost,' he said. 'The NOPD is arresting a whole lot of dangerous people, but somehow or another, with the drive-thru window of justice on Broad and Tulane, they're right back on the streets here and tonight, we have a two year old child lost her life because of these types of people not being held accountable.'

Keira Gordon's family members said they're planning her funeral for either Thursday, which, again, would've been her second birthday, or Christmas Day.

'I have to stay strong for my aunt. I mean, because, it's the holiday time and now she has to bury her daughter,' Rusk said.

As of Sunday night, police still hadn't identified the 20 year old victim.
