NEW ORLENS -- The City Council is scheduled Thursday to vote on controversial rule changes for the upcoming Carnival season.

The proposal includes uniform 6-foot setbacks for grills and ladders, fines for any company that puts a portable toilets in a public space and new parking restrictions on St. Charles Avenue.

The Krewe of Tucks could also be forbidden to toss its famous throw, toilet paper.

City leaders say the ordinance is designed to make Carnival season cleaner and safer.
