WASHINGTON D.C. - The Restore the Gulf Coast Act appeared to hit a roadblock on Capitol Hill.

Late Tuesday, Senate Republicans blocked progress on a $109 billion transportation bill, that included an amendment that would give the gulf states 80 percent of any Clean Water Act fines assessed for the gulf oil disaster.

Republicans said they won't consider the measure until Democrats narrow their list of amendments to the transportation bill.

Democrats said they were frustrated that Republicans are holding up a bill that's already received approval by a bipartisan committee.
