BATONROUGE, La. - A bill that would prohibit municipalities from turning over unpaid traffic camera citations to collection agencies has been stopped in it's tracks by the Senate Transportation Committee.

With only two in favor and four opposed, the bill, sponsored by Senator J.P. Morrell, D - New Orleans, was voted down, meaning the collection agencies will remain a part of the picture, a practice Morrell calls unfair.

Critics of the legislation said violators are notified twice by letter and have the right to appeal the ticket to district court, giving them the opportunity to exercise their due process.
