NEW ORLEANS -- The New Orleans City Council's Housing and Human Needs Committee unanimously approved new volume restrictions for Bourbon Street and surrounding areas.

The controversial proposal now heads before the full council Thursday.

If approved, the new ordinance would shift responsibility for enforcing the law from police to the health department, making violations a civil crime punishable by a fine.

The city says it's in the process of hiring four new people for the enforcement jobs.
