NEWORLEANS-- Sen. David Vitter is challenging retired Army General and former presidential candidate Wesley Clark to a debate.
At issue is the lifeline cell phone program that Clark touted during a trip to Louisiana this week.
The program provides cell phones to welfare recipients, including veterans.
But Vitter wants to gut the program, saying to Clark in an open letter, 'I look forward to a public discussion with you about lifeline and my efforts to end the waste, fraud and abuse surrounding it.'
Nearly 800,000 low-income Louisianians benefit from the lifeline program.
