Off-duty NOPD officer threatened woman and pulled a gun, witnesses say
10:54 PM CDT on Thursday, July 17, 2008
Kiyana Howell didn't know why there was a nonstop horn blaring while she sat pulled over to pick up five children, ages 5 to 15, at the Treme Community Center. Until she saw, and heard, a woman in a dark colored jeep.
"I jumped out of my truck and said, ‘Don't you see I'm picking up my children.' So she says, 'Move,'" Howell told Eyewitness News Thursday.
The children had just wrapped up a full day of summer camp. They piled into Howell's SUV. She says before she could drive away, the woman pulled up to her bumper.
Police say that woman was off-duty NOPD officer Ashley Terry.
"The whole time her right hand stayed inside the car, inside the door and her left hand was out, and she was saying, 'Come to my truck,'" said Howell.
Witnesses said that's when the Terry started waiving a gun. Some say she even pointed it toward Howell's SUV.
"That's what she said. She pulled the gun because she didn't know what was behind the tint. Nothing but kids. She was right there. She saw the children get in the truck. There was no need for you to pull your gun," said Howell.
Howell says the two had a heated argument, but when Howell left, Terry followed her, blocked her at a stop sign and threatened her.

Suspended officer Ashley Terry
It wasn't until the alleged road rage incident was over and both women drove away that Howell learned the woman in the jeep was an off-duty New Orleans Police officer.
Superintendent Warren Riley says Ashley Terry has been suspended. Tonight, other officers are being investigated too.
Witnesses at the Treme Community Center called police after the fight. Riley says at least two police officers showed up. Riley says the Public Integrity Bureau is investigating what some interpret as an attempted cover up.
"If the officer or officers who responded failed to write a report or take appropriate action, we will take appropriate action," he said.
That news isn't enough to ease Sheila Dyson's mind.
"I'm not going to let them come back," she said of her grandchildren who have been attending summer camp at the center this summer.
Instead, she'll keep her grandchildren at home where she feels they'll be safe.
"That's ridiculous. It's sad for a police officer who is supposed to protect and serve to come into a day camp with children and pull a gun out. Real sad," said Dyson.
Officer Ashley Terry has been with the police department for 15 months. Superintendent Riley said she had one complaint in her file prior to this altercation.
She is suspended without pay until further notice.
