An investigation conducted by the Public Integrity Bureau reveals Officer David Ellis "may not have" taken the appropriate action when he arrived on the scene Tuesday afternoon, Officer Bob Young said in a statement.

Officer Ellis was one of the police officers called to the center after reports of an off-duty officer waiving her weapon in the presence of children and adults during an altercation.

Superintendent Warren Riley said Thursday a police report was not filed, which led to the investigaton of the responding officers.

The officer involved in the altercation, Ashley Terry, was suspended without pay.

It is the most recent incident of misconduct for the police department.

City Councilman James Carter says most of the officers with the NOPD do their jobs well, but admits the recent rash of officers in trouble is alarming.

To combat it, the city council approved creation of an independent office that would monitor and investigate cases of misconduct and brutality by officers.

"The office of Independent Police Monitor would look at those patterns and practices," said Carter.

Criminologist Wendy Hicks said that move may be too late, as public confidence could continue to drop with the most recent officer incident
