BATON ROUGE, La. -- A New Orleans teacher with ties to the Democratic Party has filed an ethics complaint against Republican state Treasurer John Kennedy.

Chris Stow-Serge says Kennedy is using his state office and its employees to further his U.S. Senate campaign against Democratic incumbent Mary Landrieu. Stow-Serge says the treasurer promoted passage of legislation unrelated to his office responsibilities on a state Web site.

Stow-Serge earlier filed the ethics complaint that resulted in Governor Bobby Jindal's campaign paying a $1,000 fine for a campaign finance violation.

Kennedy called Stow-Serge a Democratic operative playing politics, and he denied that there was any ethics violation.

The state ethics agency would not confirm the complaint's filing, citing state law that forbids disclosure.
