Former Corps employee pleads guilty to taking bribes on levee project

A former U.S. Army Corps of Engineers contract employee has agreed to plead guilty in connection to a charge of receiving nearly $300,000 in bribes to help a subcontractor land bids for a levee reconstruction project.

Raul Miranda of Houston was charged with receiving the bribes between August and October 2006 in connection with the Lake Cataouatche Levee south of New Orleans, according to the Department of Justice.

According to a Department of Justice press release, Miranda, who was assigned to the Army Corps’ source selection board, gave his technical evaluation of a prime contractor’s bid and other confidential documents to an Army Corps employee, with knowledge that the information would be given to the subcontractor.

The DOJ said Miranda agreed to receive 25 cents per cubic yard of sand and gravel sold by the subcontractor under the contract.

The Lake Cataouatche Levee project is part of a plan to improve an eight-mile section of the levee system that currently represents the levee’s lowest and most vulnerable stretch, which protects the people of Jefferson and St. Charles Parishes.

As part of Miranda’s plea agreement, he is cooperating with the ongoing investigation.
