Man charged in heroin-related death of Chalmette man

A Chalmette man was charged with obstruction of justice and possession drug paraphernalia following the heroin-related death of another Chalmette man, St. Bernard police said.

Michael Armstrong, Jr., 33, was arrested by police after the death of Jimmy Ragas, 33, according to a statement from the St. Bernard Sheriff’s Office.

Armstrong and Ragas went to New Orleans and bought and used heroin, police said, and Armstrong drove Ragas home when he began having seizures after they had used heroin.

Ragas’ father called police, according to Armstrong, and emergency technicians arrived at the scene and pronounced Ragas dead, police said.

St. Bernard police found drug paraphernalia inside Armstrong’s vehicle, police said, adding that Armstrong had stayed at the scene after bringing Ragas home.

Armstrong is being held in the parish prison in lieu of a $25,000 bond.
