Nungesser" 'We will do what we have to'

For weeks now, local officials have been waiting for the Army Corps of Engineers to approve a plan to build barrier islands to protect the wetlands from the oil spewing from the broken well head.

But now, Louisiana Attorney General Buddy Caldwell is stepping in and saying the state does not need the Corps' permission after all.
