NEW ORLEANS -- In the video you can see the victim wearing a black shirt with a white image. You can see the shirt, standing outside of a window talking to another man, then moments later you see a lone gunman run up and began firing at the victim.
According to the New Orleans Police Department, the 21-year-old male victim was shot in the head and face near the intersection of Washington Avenue and South White Street.
