Shortly before 9 p.m., Brain Williams, 19, was driving west on U.S. 190, about 3.5 miles east of LA 434 in St. Tammany Parish, police said. He and his front seat passenger, Thomas Populas, both of Lacombe, were not wearing seatbelts.
