First 400 properties in St. Bernard housing program on the market

The first of more than 2,000 vacant lots are being sold this month as part of a housing program in St. Bernard. It's aimed at bringing people back and taking maintenance costs out of taxpayer hands. But some neighbors aren't so sure it will work.
