Sheriff Gusman says next step concerning jail consent decree up to the city

Just over a week ago, the city asked a federal judge to throw out the NOPD consent decree it negotiated with the Department of Justice. On Thursday, Sheriff Marlin Gusman spoke about what effect it could have on the jail consent decree.
