2 men indicted for murder in CBD shooting

NEW ORLEANS — Two men were indicted by an Orleans grand jury in the fatal shooting of a man in the Central Business District that occurred in October 2018.

Decarlo Carter, 22, and Devaughn Staes, 20, were charged with the second-degree murder of 23-year-old Justin Jackson in the indictment handed up by an Orleans Parish grand jury on Feb. 7.

They are accused of killing Jackson around 10:30 p.m. on Oct. 19. He was found with multiple gunshot wounds in the 100 block of Carondelet Street. He was pronounced dead at the scene.

Carter was arrested shortly after the shooting and Staes was arrested about a month later.

The indictment charges Carter with obstruction of justice in a homicide investigation, illegal possession of a concealed firearm and possession of firearms in the presence of a controlled substances.
