Feb. 4, 2005: Perkins incorporates Louisiana Workforce LLC
June 2, 2005: Board of Ethics tells Perkins it's OK to run a work-release program for the Pointe Coupee sheriff's office while also working as chief deputy to the East Feliciana Parish Sheriff
Oct. 12, 2005: Perkins, Cain and LeBlanc form Security Workforce LLC
July 13, 2006: Board of Ethics tells LeBlanc, then warden of Dixon Correctional Institute, he may own a minority interest in or consult for a work release program
Early 2008: LeBlanc becomes secretary of DOC
Aug. 19, 2008: Terrebonne Parish Sheriff Vernon Bourgeois signs four year contract with LA Workforce
April 13, 2010: Iberia Parish Sheriff Louis Ackal signs two-year deal with Lousiana Workforce; contract says it will renew for four years if sheriff is re-elected.
April 15, 2010: Security Workforce buys building that houses work release program in Iberia Parish for $575,000.
June 30, 2010: Gov. Bobby Jindal signs legislation signed by state Rep. Walt Leger that allows work release operators to keep up to 70 percent of inmates' gross wages. Previously the cap had been 50 percent.
July 18, 2011: East Baton Rouge Parish Sheriff Sid Gautreaux signs a three-year deal with Louisiana Workforce, with the potential for three one-year extensions. This comes on the heels of $10,800 in political donations from Perkins and associates.
Dec. 12, 2011: Perkins gives Jindal donations totaling $10,000, bringing to $15,000 his total donations to Jindal for 2011.
Jan. 26, 2012: Pointe Coupee Sheriff Beauregard Torres signs short term contract with Louisiana Workforce (expires June 30, 2012)
June 18, 2012: West Feliciana Parish Sheriff J. Austin Daniel signs five-year contract with Louisiana Workforce
Aug. 15, 2012: Board of Ethics tells Cain he may not do consulting work for Louisiana Workforce
Sept. 19, 2012: Terrebonne Parish Sheriff Jerry Larpenter signs contract that expires June 30, 2016, with LA Workforce
Nov. 16, 2012: Board of Ethics changes course and says Cain may do consulting work for Louisiana Workforce
July 30, 2013: Livingston Parish Sheriff Jason Ard signs one-year deal with Louisiana Workforce, which expires March 30, 2014.
March 28, 2014: State DOC issues solicitation for companies to run new work-release program at old Phelps Correctional Center
Sept. 22, 2014: Ard holds ribbon cutting ceremony to announce broader contract with Louisiana Workforce; Cain attends in LeBlanc's stead
May 20, 2014: Bids due for Dequincy work release site; only one received from Beauregard Parish Sheriff and Louisiana Workforce
